Free Early Childhood Education and Childcare

Free early childhood education and childcare is provided for families with children aged 3 to 5 years old who use daycare facilities, authorized childcare facilities (Kodomoen), and kindergartens, and for children up to 2 years old in households exempt from resident’s tax.

Accredited Nurseries (Ninka Hoikuen)

These facilities provide childcare for children whose parents/guardians cannot provide care at home during daytime hours due to work, illness or other reasons. Nurseries consists of municipal and private entities. Daycare center fees and extended childcare fees are determined based on the amount of special city resident’s tax the parents/guardians pay.

TMG-Certified Daycare Facilities

If you wish to place your child in a daycare center school that complies with the standards of the Tokyo Metropolitan Government (TMG-certified daycare facility), please contact the applicable facility directly.

Authorized Childcare Facilities (Kodomoen)

Kodomoen is a kindergarten and daycare center hybrid that provides integrated care for preschoolers and operates parenting support programs for the local community.

Community-Type Childcare Services

Small-Group Childcare Services

Childcare is offered in a small group of children (capacity: 6–19) between the ages of 0 (57 days old) and 2 years in an atmosphere similar to home childcare services.

Daycare center fees are the same as those at accredited nurseries. However, each facility determines its own fees for extended childcare.

In-House Childcare Facilities

In-house childcare facilities offer childcare for employees of the company as well as for people in the community.

In-Home Childcare Program (for children with disabilities)

Children who require medical care and would therefore experience significant difficulties in a group childcare environment are eligible for one-on-one in-home childcare services. Childcare hours are from 8 a.m. to 6 p.m. for a maximum of eight hours.

The fee is the same as tuition would be at accredited nurseries.

In-Home Childcare Program (for children on a waiting list)

Children from 0 (57 days old) to 2 years old whose parents/guardians have applied to accredited nurseries and are on the waiting list are eligible for one-on-one in-home childcare services.

The fee is the same as tuition would be for accredited nurseries. The fee for extended childcare is ¥1,000 per hour.
